Even though the Central Government has not yet constituted any committee regarding the Eighth Pay Commission, the discussions are fast. Now along with the salary of the employees, a big demand is also emerging and that is the increase in insurance cover. If an employee dies during government duty, his family gets an insurance amount of only ₹ 1,20,000. This applies to most and group A. Whereas in the rest of the group this amount is even less. Now there is resentment about this. If sources are to be believed, it is known that this amount may increase in the Eighth Pay Commission. The cover is being considered directly from ₹ 10 lakh to ₹ 15 lakh.
How much insurance cover do you currently get?
Currently, insurance cover is available under the Central Government Employees Group Insurance Scheme (CGEGIS) for government employees. The central government implemented CGEGIS from 1 January 1982. Its purpose was to provide insurance cover and retirement benefits to government employees.
CGEGIS: Insurance cover and membership
CGEGIS At the beginning of, insurance cover and membership rates were very low.
Group A: Insurance cover ₹ 80,000; Monthly membership ₹ 80
Group B: Insurance cover ₹ 40,000; Monthly membership ₹ 40
Group C: Insurance cover ₹ 20,000; Monthly membership ₹ 20
Group D: Insurance cover ₹ 10,000; Monthly membership ₹ 10
CGEGIS Improvement in
CGEGIS Insurance cover was improved in 1990 under. From 1 January 1990, the membership fee per unit was increased to Rs 15, based on the recommendations of the Fourth Pay Commission. This change was optional for employees in service before 1 January 1990. This was then necessary for the employees who came in service.
Group A: Insurance cover ₹ 1,20,000; Monthly membership ₹ 120
Group B: Insurance Cover ₹ 60,000; Monthly membership ₹ 60
Group C: Insurance cover ₹ 30,000; Monthly membership ₹ 30
This information was given by Minister of State for Finance Pankaj Chaudhary in the Lok Sabha.
Can there be any change in the Eighth Pay Commission?
If sources are to be believed, the government can give a new form to CGEGIS through the Eighth Pay Commission. Given the current inflation and lifestyle, this amount is now considered irrelevant. According to sources, the insurance cover can be between Rs 10 lakh to Rs 15 lakh. Monthly membership may also increase slightly. (That is, Rs 500 instead of Rs 60) Along with this, a new structure based on the term insurance model can be brought. This step will provide better security to the families of the employees. According to sources, preliminary discussion has started between the DOPT and the Finance Ministry in this regard.
What was the recommendation of the Seventh Pay Commission?
The Seventh Pay Commission also recommended to increase the insurance amount of CGEGIS. An insurance options worth Rs 50 lakh, Rs 25 lakh and Rs 15 lakh were suggested. For this, a contribution of ₹ 5,000, ₹ 2,500 and ₹ 1,500 per month was proposed for this. But the employees opposed it considering it expensive. As a result, the government did not implement these recommendations. It is now expected that a practical model will be prepared by taking votes of employees in the Eighth Pay Commission.
Demand for employee unions,
The All India Central Employees Federation (AISGEF) and other unions have described the demand for increasing insurance cover as a major agenda. According to him, this would be a huge injustice if the government does not provide a minimum insurance of Rs 15 lakh to the family of the employee who lost his life on duty.
When can the decision be taken?
Notification of the Eighth Pay Commission may come in 2025 and it is believed that it may come into force from January 1, 2026. If it includes insurance cover then the new insurance cover will be applicable from the same date.
Big relief for employees:
The eighth pay commission is also emphasizing on non-availability benefits such as insurance cover as well as insurance cover. At present, the insecurity of employees has increased due to very low insurance cover. Now if the government takes positive steps on this issue, then millions of families can get great relief.
