Both these words were not part of the original preamble, but they were added in the year 1976 during the Emergency through the 42nd Constitutional Amendment. Long debate has been going on when these words are removed or retained. One side argues that these words do not match the spirit of the original constitution and were added without adequate debate during the Emergency. For any constitutional amendment, especially to change the preamble, both houses of Parliament require a two-thirds majority and many times the consent of the states is also taken. In addition, many decisions of the Supreme Court have clarified that the basic structure of the Constitution cannot be changed.
