In a substantial festive gift ahead of Diwali, the Yogi Adityanath-led government in Uttar Pradesh has approved the elevation of 455 accountants (lekhpals) to the rank of revenue inspectors (kanungos). The decision, routed through the Uttar Pradesh Board of Revenue in Lucknow, addresses a long-pending promotional bottleneck that had stalled grassroots field operations across several revenue circles. By fast-tracking these career progressions before the onset of the festive holidays, the state leadership aims to enhance frontline governance, boost morale among field administrative staff, and streamline land measurement, registry verifications, and public dispute resolution across districts ranging from eastern Purvanchal to western Uttar Pradesh.
Resolving Long-Standing Grievances in Revenue Cadres
The revenue department serves as the operational backbone of Uttar Pradesh’s rural and semi-urban governance machinery, handling everything from legacy land dispute verifications to welfare scheme certifications. For years, service unions and field accountants had flagged acute vacancies at the revenue inspector tier, leading to overburdened staff carrying dual or triple circular charges. The departmental screening committee meticulously examined Annual Confidential Reports (ACRs), vigilance clearances, and seniority rosters before clearing the promotion orders for the 455 candidates. Officers within the revenue administration noted that by concluding the screening process in mission mode, the administration has eliminated procedural backlogs that previously led to bureaucratic stagnation and litigation.
Strengthening District Administration and Land Dispute Disposal
The immediate operational impact of these promotions will be felt at the tehsil and block administrative levels across all 75 districts. Newly inducted revenue inspectors will take charge of critical supervisions, overseeing boundary demarcations, verification of crop loss compensations, anti-encroachment drives, and rapid grievance disposal under portals such as the Integrated Grievance Redressal System (IGRS). With hundreds of kanungo circles previously operating without permanent incumbents, public complaints regarding delayed spot inspections and delayed boundary demarcation reports often piled up. The induction of these 455 experienced field personnel ensures that sub-divisional magistrates (SDMs) and tehsildars have adequate supervisory muscle on the ground to enforce time-bound resolutions.
Accelerating Land Digitization and Infrastructure Land Acquisition
The reinforcement of the revenue inspector cadre comes at a decisive moment as Uttar Pradesh accelerates mega infrastructure programs, including industrial corridors, expressways, and urban development projects. Field-level kanungos serve as key intermediaries during land acquisition, compensation disbursals, and survey verifications. Furthermore, ongoing statewide digitization campaigns—including digital mapping of village lands under the SVAMITVA scheme and digital registry modernizations—rely heavily on the oversight of experienced revenue inspectors. With this administrative restructuring in place, the Yogi administration not only fulfills a core promise made to frontline government staff ahead of Diwali, but also solidifies the speed, accuracy, and citizen accessibility of land records throughout the state.
