Financial Literacy in Schools: NCERT Adds Income Tax Calculation and Money Management to Class 9 Syllabus

In a progressive overhaul of school education in India, the National Council of Educational Research and Training (NCERT) has introduced personal income tax computation and practical financial literacy into the official Class 9 curriculum. Rather than treating fiscal policies as an abstract theoretical concept reserved exclusively for adults, the updated Social Science curriculum directly immerses secondary school students in foundational personal finance. Aligned with the goals of the National Education Policy (NEP 2020) and the National Curriculum Framework for School Education (NCF-SE 2023), the initiative aims to build money-smart habits and civic awareness among teenagers before they transition into higher education and the workforce.

Hands-On Tax Computation Under the New Tax Regime

The newly added chapter, titled “Managing Your Personal Finances” in the textbook Understanding Society: India and Beyond, Part Two, shifts taxation out of dry civics memorization and into direct practical application. For the first time, students are guided through step-by-step arithmetic exercises to calculate actual tax liability using the prevailing slab rates under India’s new income tax regime (Section 115BAC). By working through real-world scenarios with notional income brackets, learners become familiar with statutory deductions, taxable income brackets, and the procedural mechanics of direct taxation that govern everyday earners.

The Five Core Pillars of Personal Finance

Beyond tax liability calculations, the curriculum outlines a structured foundation in money management, categorized into five core pillars: earning income, budgeting, disciplined saving, strategic investing, and risk protection. Students are introduced to the distinction between essential needs and discretionary spending, learning how to draft and balance a functional personal budget. The chapter also demystifies traditional and contemporary investment vehicles—including bank Fixed Deposits (FDs), government bonds, mutual funds, and equity shares—highlighting the compounding power of early investments and the necessity of managing financial uncertainties through insurance.

Reinforcing Civic Responsibility and National Growth

The module also integrates a vital constitutional and civic perspective into fiscal education. It frames honest and timely tax compliance not merely as a legal statutory requirement, but as an indispensable contribution toward national infrastructure, healthcare, public services, and economic development. NCERT Director Dinesh Prasad Saklani noted that introducing practical tax exercises is a groundbreaking milestone for this age group, designed to demystify fiscal structures and cultivate informed, responsible future taxpayers who can make sound financial decisions throughout their lives.
