The Bhajanlal Sharma government of Rajasthan has made a big step to take transparency and accountability in government work. Soon the presence of all government employees in the state will be recorded through the mobile app – whether it is an IAS officer or an employee of a department.
This step is considered to be another strong initiative towards e-governance and digitization, which will also ensure discipline in offices.
How long will the new system be implemented?
This proposal has been prepared by the Administrative Reforms Department and it has been sent to Chief Minister Bhajan Lal Sharma for final approval. As soon as the Chief Minister’s approval is received, it will be implemented in all departments across the state.
Earlier this system has been implemented as a pilot project in some departments.
Office time fixed from 9:30 to 5:30, strictness will be
According to the new rules, it will be mandatory for all government employees to be present in the office from 9:30 am to 5:30 pm. During this time frame:
- The check-in and check-out process will have to be adopted through the mobile app.
- Any type of late entry or early leave information will be digitally recorded.
- This data will be saved directly in high officials and government records.
This system will not only ensure timely attendance, but it will also promote the efficiency and accountability of the employees.
Which departments are applicable in the first system?
The state government has already implemented this mobile attendance system in some departments, such as:
- Power companies of Rajasthan
- Municipal Corporation and Municipal Development Authority (JDA)
- Animal Husbandry Department
Given the positive results received after implementing it in these departments, it is now planned to spread it throughout the state.
What is the purpose of this change?
The government believes that from this new system:
- Employees will be more accountable
- Discipline and timeliness will remain in offices
- Transparency will come in work
- Fake attendance and negligence will be controlled
Digital tracking in government functioning will not only increase transparency, but will also speed up the pace of government services.
There should be similar rules for IAS officers too?
At present, IAS officers do not have the obligation to register daily attendance, while the RAS officers and other employees of the secretariat have to register their attendance daily in the register.
Gajendra Singh Rathore, President of All Rajasthan State Employees Joint Federation (Integrated), says:
“When all the rest of the employees have to give appearance from the mobile app, the same rules should also be implemented for IAS officers. Accountability and discipline should be equal for all.”
