On the instructions of Shri Maurya, action will be taken against the responsible officials including the contractor on delay in the project of Rural Engineering Department.

On January 19, 2026, strict compliance of the instructions given by the Deputy Chief Minister of Uttar Pradesh, Shri Keshav Prasad Maurya in the review meeting of the Rural Engineering Department on January 7, 2026 has started. In this sequence, complete details of the expenditure for the financial year 2025-26 have been presented by the Rural Engineering Department.

It was informed in the meeting that a total budget provision of ₹ 709.88 crore has been made for the Rural Engineering Department in the financial year 2025-26, of which ₹ 35 lakh is included in the capital head and the remaining ₹ 709.53 crore is included in the revenue head. In relation to the demand of the department under the revenue head, the government has approved ₹ 431.03 crore, which is 60.74 percent of the total budget.

In relation to the above approvals, an amount of ₹ 301.13 crore was allocated by the Head of the Department, against which an expenditure of ₹ 215.19 crore (about 49.92 percent) has been ensured till January 07, 2026. Instructions were given in the meeting to further speed up the pace of expenditure and to ensure timely and quality utilization of the approved funds and that the available savings will be used in public welfare works. Re-appropriation of ₹ 2.30 crore from the savings of office expenditure item is proposed for the operation of e-office, on which action is under process in consultation with the IT and Electronics Department at the government level. Apart from this, a proposal for re-appropriation of ₹ 2.07 crore has also been made for digitalization of records and files under e-office operations in the Directorate. Similarly, a proposal for re-appropriation of ₹405 lakh from the savings of salary head has been submitted, which has been approved by the Finance Department.

Deputy Chief Minister Shri Keshav Prasad Maurya gave clear instructions that proper, transparent and timely utilization of the sanctioned funds should be ensured. On items where re-appropriation is required, proposals regarding savings should be sent to the government in a timely manner along with justification, so that departmental schemes and projects can be implemented without any hindrance.

During the review, the Deputy Chief Minister has issued the following strict instructions to the departmental officers to improve the working style and speed up the development works –

1. Instructions for action against negligent contractors
The Deputy Chief Minister has clarified that those contractors who are not working as per the standards or are making unnecessary delays, should be identified and blacklisted. He said that any kind of negligence or corruption will not be tolerated in development works.

2. On-site inspection within 15 days
Higher officials have been ordered to conduct mandatory on-site inspection of all under-construction projects within the next 15 days. The inspection report will be sent to the government so that the actual progress can be assessed.

3. Emphasis on timeliness and quality
Instructions have been given to adhere to deadlines and complete all projects before the end of the financial year at all costs so that 100 percent utilization of the allocated budget can be ensured.

4. Accountability of officials
He said that if delay is found in any project, strict action will be taken not only against the contractor but also against the concerned responsible officials.
