In fact, the help that America has said is only for the maintenance of the old F-16 fighter planes already available with Pakistan and the old AMRAAM missiles attached to them. The US has stressed that the deal is a “sustainment package” for the F-16 aircraft, meaning it is only for their repair and maintenance, not to upgrade them or give them new capabilities.
