Auraiya, December 18: This is not an ordinary administrative report, but the script of an imaginary drama going on within the government system, where the allegations are as heavy as crores and the decision is lighter than eighty-eight rupees. This case of Khanjahanpur Chirkua Gram Panchayat located in Bidhuna tehsil of Auraiya district of Uttar Pradesh has now become an administrative folklore, which people are remembering by calling it “allegations of lakhs versus justice of one rupee”.
High-voltage beginning: When the siren of ‘Mega Scam’ sounded
The story starts from December 2022. Gram Panchayat member Kuldeep Sharma made sensational allegations while knocking on the door of the administration. The complaint said that in the name of development works like hand pump repair, street lights, road construction and school rejuvenation, a big scam of Rs 25 to 30 lakh has been done in the Gram Panchayat.
This was not just a complaint, but was considered a warning of a financial earthquake for that Gram Panchayat. Development on paper, questions on the ground and a big test for the system.
Investigation after investigation: three years of administrative marathon
What began after the complaint was no less than a long distance race. Not one, not two, but five investigating officers were changed. With every new investigation there was hope that the truth would come out, but every time the case remained incomplete.
For three years files were circulated, note sheets were changed, reports were received and returned. The administrative machinery kept moving, but could not reach a conclusion.
Fourth investigation: When Pradhan’s powers were seized
The fourth investigation in September 2024 gave a new twist to the whole matter. This time the irregularities were confirmed in the investigation report. The result was that the financial and administrative rights of village head Shakuntala Devi were seized with immediate effect.
With this action it seemed that now a scam worth lakhs was really going to be exposed. Discussions intensified in the village and examples of administrative strictness were started.
Climax: ‘Maha-embezzlement’ of one rupee
Like the film story, the real twist comes on June 4, 2025.
The fifth and final check was completed by the Executive Engineer of the Rural Engineering Department. When the report came out, it not only changed the direction of the entire matter but also raised questions on the system.
The conclusion was shocking.
The payment for hand pump repair was ₹ 59,501 instead of ₹ 59,500.
That is, embezzlement of only ₹1 (one rupee!). Three years, five investigations and allegations worth lakhs… it all came down to one rupee.
Administrative Punchline: Human Error and Warning
When this report was presented before District Magistrate Dr. Indramani Tripathi, it was dismissed as “human error”.
In the name of punishment, only a warning was given to the village head and secretary.
Not only this, all the rights of the village head who had been seized earlier were immediately restored.
CDO’s statement: Deposit of one rupee, rights restored
In the case, Chief Development Officer Sant Kumar said that the investigating officer had reported embezzlement of one rupee. On the same basis, the DPRO was instructed to restore the rights of the village head by depositing that one rupee in the government treasury.
The CDO also clarified that he has no knowledge about the previous investigations, only that due to some reason the investigation could not be completed, which has now been finalised.
Conclusion: Scam of money or system
Today this matter has become a subject of discussion and satire from Gram Panchayat to administrative corridors.
Villagers are asking questions.
Was it really a scam worth lakhs that was reduced to just one rupee? Or is it a scam of the system in which three years of time, energy of five officers and government resources were spent in investigating just one rupee.
This story is not just about one rupee, but it is a picture of the ironies of Indian Babushahi, which leaves deep questions on the system.
