News India Live, Digital Desk: Brought to promote equality in higher educational institutions UGC Regulation 2026 Founder of Drishti IAS amidst uproar over Dr. Vikas Divyakirti The statement has come to light. On one hand, the Supreme Court has put an interim stay on these rules, on the other hand, Divyakirti has suggested a middle path between ‘social justice’ and ‘precaution’ on this issue.
Divyakirti’s stand on reservation and social justice
In an interview given to ANI, Vikas Divyakirti clarified his position and said that he is not against reservation.
General Categories and Support: He said, “I belong to the general category by chance, but I have always been a supporter of reservation and social justice.”
Policy opposition: Divyakirti clarified that being a supporter of reservation does not mean that one blindly accepts every point of every policy related to it. If there is a flaw in any rule, it is justified to protest against it.
Opinion on the new rules: “Lack of caution and fear psychosis”
Divyakirti used the term ‘fear psychosis’ to describe the atmosphere of fear in the society regarding the new rules of UGC.
Rules made in haste: He said that these regulations could have been very good, but there has been some haste in making them. If a little more care had been taken, perhaps there would not have been so much controversy.
Reason for fear: According to him, the situation is not as dire as there is fear in the society. Sometimes things are exaggerated which makes people nervous.
Supreme Court intervention and ‘equality committees’
The Supreme Court has issued a notice to the Center and UGC, banning these rules. The main roots of the dispute lie in the following points:
| main point | Description |
|---|---|
| equality committees | Under the new rules, it was mandatory to form a committee in every institute, which would have SC, ST, OBC, women and disabled members. |
| definition of discrimination | The petitioners argue that discrimination in Rule 3(c) is defined only in the context of SC/ST/OBC, which is ‘non-inclusive’. |
| Supreme Court ban | CJI Surya Kant’s bench has stayed the matter till March 19, terming the language as vague. |
What is the real reason for the dispute?
The controversy started when the UGC notified the new rules on January 13. in these rules caste-based discrimination It was defined in such a way that the general category students felt that they were outside this protective shield. Also, the proposal for special arrangements for different communities created resentment among the upper class.
Vikas Divyakirti believes that in policy making Inclusivity It is important to take care so that no section of society feels that injustice is being done to it.
