In a major festive relief for municipal personnel across Mumbai, the Brihanmumbai Municipal Corporation (BMC) has officially approved an ex-gratia Diwali bonus of ₹33,000 for its officers, staff, and essential frontline workers. The announcement came following high-level consensus among municipal authorities, political group leaders, and labor union representatives. Marking an increase of ₹2,000 compared to the ₹31,000 disbursed during the previous fiscal year, the move brings direct financial cheer to more than 93,500 beneficiaries across municipal administrative, education, and public healthcare networks.
Over 93,500 Beneficiaries: Who Qualifies for the Festive Payout
The ₹33,000 ex-gratia payout covers a wide spectrum of permanent civic employees, educational staff, and community-level field volunteers. The civic administration confirmed that the total tally of 93,509 eligible beneficiaries includes over 83,000 permanent officers and workers on regular municipal pay scales, alongside teaching and non-teaching personnel across civic and aided primary and secondary schools. Additionally, teaching assistants (shikshan sevaks) and faculty at teacher-training institutes are included in the primary beneficiary pool.
Special Festival Allowance for Community Health Volunteers and Balwadi Workers
To ensure grassroots field staff are not left out of festive benefits, the civic corporation has extended financial perks to community healthcare and early childhood education workers. Over 2,390 community health volunteers (CHVs)—who serve as the frontline backbone of Mumbai’s primary healthcare outreach—and more than 2,360 kindergarten (balwadi) teachers and helpers will receive festival aid alongside the broader employee pool. Union representatives highlighted that recognizing contract and community workers alongside regular payroll employees ensures comprehensive festive coverage across all rungs of civic operations.
Disbursal Timeline and Impact on Municipal Exchequer
The civic administration has directed its finance and accounts departments to disburse the ex-gratia amount seamlessly along with the regular November salary cycle to prevent processing delays ahead of Diwali festivities. The enhanced payout is estimated to entail an additional financial allocation of approximately ₹300 crore from the municipal corporation’s budget. Civic authorities noted that despite broader budgetary pressures and state rural distress considerations, the bonus honors the year-round contributions of municipal personnel who maintain sanitation, water distribution, public health, and civic infrastructure across Mumbai.
