Following closely on the heels of the Union Cabinet’s decision to increase Dearness Allowance for central staff, the Rajasthan state government led by Chief Minister Bhajan Lal Sharma has officially approved a significant festive bonanza for state employees and pensioners. In an order cleared on Friday ahead of Diwali, the state administration sanctioned a 3 percentage point hike in Dearness Allowance (DA) for government personnel and Dearness Relief (DR) for pensioners, raising the existing rate from 60% to 63% under the Seventh Pay Commission structure. The welfare measure brings substantial parity with central remuneration standards, shielding public sector workers from persistent inflationary pressures and elevated cost-of-living expenditures across household essentials.
Extensive Beneficiary Reach: Over 12 Lakh Employees and Pensioners Covered
The comprehensive revision is set to provide immediate financial respite to more than 7 lakh regular state government employees, alongside over 5 lakh retired pensioners. Furthermore, the scope of the DA revision extends beyond mainstream administrative departments to encompass staff working across Panchayat Samitis, Zila Parishads, and affiliated state educational bodies. Depending on an individual’s placement across Pay Matrix Levels L-1 to L-24, the 3% DA elevation translates to an effective monthly take-home salary increase ranging between ₹500 and ₹4,500. Chief Minister Bhajan Lal Sharma stated that government employees and pensioners serve as the bedrock of state governance and developmental execution, emphasizing that recognizing their labor remains an institutional priority for the state leadership.
Ad-Hoc Bonus Sanctioned for Nearly 6 Lakh Eligible Staff
In addition to the Dearness Allowance revision, the Rajasthan administration simultaneously greenlit an ad-hoc festival bonus ahead of Deepawali, directly benefiting approximately 6 lakh eligible employees serving across non-gazetted and operational positions. The ad-hoc bonus—with a ceiling cap of up to ₹7,000 per beneficiary—is specifically applicable to personnel working under Pay Matrix Level L-12 and below. Under the approved disbursement mechanism, 75% of the sanctioned bonus amount will be credited directly in cash to assist families with immediate festive purchases, while the remaining 25% balance will be deposited into the employees’ respective General Provident Fund (GPF) accounts.
Arrears Timeline and Financial Impact on the State Exchequer
The revised 3% DA and DR rate takes retrospective effect from July 1, 2026. According to the state finance department’s operational framework, employees will receive their enhanced DA paid out in cash alongside their November salary, which is payable in December. Accumulated arrears for the four-month window spanning July 1 through October 31, 2026, will be systematically credited into their General Provident Fund (GPF) accounts. For pensioners, the enhanced Dearness Relief arrears from July 1 onward will be disbursed entirely in cash. The combined decisions carry a total fiscal burden of ₹1,226 crore on the state exchequer during the current financial year, with the DA/DR revision accounting for ₹820 crore and the ad-hoc bonus rollout requiring an additional ₹406 crore.
