UP DA Hike: CM Yogi Announces 63% Allowance for State Workers

In a significant relief measure timed right before the festive season, Chief Minister Yogi Adityanath has officially sanctioned a 5% increase in Dearness Allowance (DA) and Dearness Relief (DR) for government employees and pensioners across Uttar Pradesh. The executive approval raises the state DA rate from 58% to 63% of basic salary. This move benefits millions of serving staff, teachers, technical institute personnel, local body employees, and retired public servants across all 75 districts, including major administrative centers such as Lucknow, Kanpur, Varanasi, Prayagraj, and Agra. The decision delivers an immediate boost to employee purchasing power ahead of Diwali, helping state workers cope with persistent inflationary pressure and cost-of-living adjustments.

Effective Date, November Payroll Adjustments, and Financial Impact

The enhanced 63% DA rate takes effect retrospectively from July 1, 2026. State government treasury departments have been directed to process the revised rates so that the increased monthly allowance reflects directly in the November salary payout. For state employees, Dearness Allowance is calculated strictly as a percentage of basic pay based on the Seventh Pay Commission matrix. A 5% bump ensures substantial monthly gains for staff across lower, middle, and senior administrative tiers. The state administration highlighted that the swift executive order ensures families across urban and rural administrative circles receive maximum financial flexibility during peak holiday market spending.

Four-Month Arrears Disbursal and NPS Account Guidelines

Because the hike applies retrospectively from July 1 through October 31, 2026, eligible employees are entitled to four full months of arrears. According to official finance department guidelines, arrears for general state staff will be credited directly into their Provident Fund (PF) or Public Provident Fund (PPF) accounts. For employees registered under the National Pension System (NPS), 10% of the calculated arrears will be deposited into their Tier-1 pension accounts, matched by a 14% government contribution, while the remaining 90% goes toward PPF or National Savings Certificates (NSC). To accommodate retiring personnel, employees who retired between July 1, 2026, and the date of the order, as well as those scheduled to retire within the next six months, will receive their complete arrears amount directly in cash.

Comprehensive Sectoral Coverage Across Uttar Pradesh

The scope of the Chief Minister’s DA order covers a wide spectrum of the state’s public ecosystem. In addition to core civil service department personnel, the 63% allowance rate extends to regular staff of government-aided educational institutions, technical institutes, work-charged employees, full-time staff of urban local bodies, and faculty serving under UGC pay scales. District treasuries across Uttar Pradesh have been instructed to execute calculations without administrative delays to guarantee seamless fund distribution. State employee unions and civic bodies have warmly welcomed the timely decision, pointing to the administrative clarity and structured pension contribution rules provided by the state finance office.
