Big Relief in UP: Yogi Government Halves Land-Use Conversion Fees for Housing and Industry

In a landmark decision aimed at bolstering urban growth and advancing the Ease of Doing Business, the Government of Uttar Pradesh has announced a substantial reduction in land-use conversion fees across the state. Property buyers, private colonizers, and infrastructure developers looking to convert agricultural land for residential, industrial, institutional, and commercial purposes will now benefit from rate cuts of up to 50 percent. To eliminate bureaucratic red tape and speed up master plan approvals, the state cabinet has simultaneously decentralized authority, allowing local development bodies like LDA, GDA, NOIDA, and YEIDA to sanction changes directly without requiring state-level cabinet clearances.

Massive Cut in Conversion Rates Across Major Categories

The Housing and Urban Planning Department has issued the amended land-use regulations, bringing down circle rate-linked charges across multiple asset classes. The conversion fee from agricultural to residential use has been slashed from 50 percent to 25 percent of the circle rate. For commercial transformations, the fee has been halved from 150 percent down to 75 percent. Institutional and office use conversions have also dropped from 100 percent to 50 percent, while mixed-use project charges have been brought down from 125 percent to 65 percent. Converting agricultural land into industrial spaces will now attract a 15 percent charge compared to the earlier 20 percent.

Local Authorities Empowered for Plots Up to 6,000 Square Meters

Under the revised rules, development authorities have been delegated direct decision-making power for land plots measuring up to 6,000 square meters. Previously, even modest land parcels required protracted review cycles and approvals routed through state-level government departments, dragging clearance timelines out for months. The new mechanism restricts the authority’s scope to a maximum of one percent of any specific land-use category within an approved master plan, ensuring urban zoning integrity while enabling rapid local clearances.

Faster Processing Timelines and Streamlined Approvals

The administration has enforced clear turnaround schedules to prevent project hold-ups. An application fee of ₹1,000 per hectare has been established, following which authorities and town planning wings must review submissions within 22 days. Upon initial approval by the board, public objections and suggestions will be invited over a 15-day window before formal sanction. Once payments are completed within the designated 90-day period, official conversion orders will be issued within 15 days.

Protected Zones Excluded to Maintain Ecological Balance

The government has explicitly clarified that environmental and public utility reservations remain strictly protected. No change of land use will be sanctioned for designated green belts, parks, open recreational areas, water bodies, ponds, riverbanks, or forest tracts. Essential infrastructure reserves—such as roads, transport depots, sewage treatment facilities, and public utilities—are completely exempt from commercial or private conversion to maintain urban sustainability.
